What is it about the model that wont work, is it the student to teacher ratio, the course design or the lack of technology?

Given their relative wealth position they will need to develop even more cost effective models to provide third level education. If I am catching your drift, this could look like a self-help social network that simply accesses accreditation bodies for assessment components and certification.

This, however, presupposes access to technology on a far more frequent basis than traditional distance education or its, up until now, infant successor elearning. Moreover, while the cost of instruction would be lessened, the other costs would remain unchanged such as course creation, marking, resource provision, degree auditing and the other administrative work to keep student records.

Nonetheless the concept is intriguing and certainly should be analyzed from an economic standpoint to determine whether more cost effective elearning models are attainable, not just for developing countries, but also for Canada.
