I see my search strategy (above) no longer works--strangely the article seems now to be invisible to Google's bots--despite it still existing online. Here's the full URL: http://gateway.uvic.ca/blogs/refdesk/archives/google_scholar.pdf

Often a Scholar search ends at a publisher's website with an invitation to remove your credit card from your wallet, but sometimes you get lucky...

A Scholar search for "A preliminary assessment of Google Scholar as a source of EAP students’ research materials" will find the article citation, but instead of clicking on the title, choose "Web Search".

In the resulting search box refine your search by adding "filetype:pdf" click search and choose the second result. Voilà! Not quite open access, but the next best thing--at least until the publisher requests its removal.
